windows log on

Hi all,
when I've just chosen to turn of the computer, some log on thing comes up right in the shut down process. I was reading in pc world that it's a reminder to change your password, and it gafve steps on finding it and changing it to 0, so you won't get it anymore, but they go on this double click this, double click that, so I can't find it. it's somewhere under serfvices under administrative tools, it says on the privacy policies tab, but I can't find it. can anyone tell me where to find it? I can't be sure if it's a pass word prompt, because instead of it coming up when I start the computer, it comes up while the computer is in the process of shutting down, and jaws only has time to say, windows logon, and sometimes, unavailable, just before the computer shuts down.
